No, from what I read the purpose of the smaller animations are to cultivate a following around the show. Massa was successful in gaining his Ongezellig fanbase. Furthermore, Massa did release deels that were short, around 3-5 minutes long, so he did 'follow' the advice.
There is a case to be made that Massa should have made very short animations after deel 6 was released to further expand the audiance base and appeal to studios.
The problem was with studios not picking up the project for whatever reason, which Massa had little control over.

It's not for whatever reason, it's rather clear.
1. It's a dutch animation and the naimation industry in the netherlands isn't as big as in the english speaking world. This goes doubly so for non-kid animations, which leads to
2. The target audience was simply too niche. It had outta pocket humor, edgy jokes and history shit for nerds. You can't target kids with this, you can't target adults with this, you can really only target teens/young adults which is a bit of an awkward market (consider also how small the dutch market is in general compared to the english market)
3. Studios likely wouldn't want to be associated with a show that jokes about the holocaust, colonization, incest, white pride (mymy) and even less so with a show associated with 4chan and the farty

Animation studios exist to make money. If they ignored Ongezellig, that's because they deemed it unable to bring them money. Popularity isn't an issue here, because it is popular, with over 1M views on YT and the creator himself is also quite popular as the author of "Gekoloniseerd" meme and other series.
