First off is selfishness, he's profiting off of userbase that uses it, through ads and data collected and sold.
Then consider that it pretty much "tags" people as potential risks, so when governments do an audit of social media and internet history they see the userbase and have them flagged. It could be used for that eventually. We aren't yet at the point where authorities query social media history on citizens, apart from UK and maybe some other places. But istagram is building up a massive dataset of portfolios that can be used against them.

I think at some point they got an increase in chuds that they couldnt moderate so they let it stay like that.
Maybe the succes of Elon Musk's Twitter purchase made him realize that chuds are actually a profitable group.
