How do I stop stuttering? I started stuttering 4 years ago and this fucking interferes with my life

whenever i check the comments on soybooru, there is always a banned namefag in there. why do they get banned so often? or, are they still able to comment after getting banned, is that why there are so many banned users in the comments?
