Probably the first one to answer OPs question but no, we did not have electronic journals at school during my time (im european) and probably for the better since they're just as inefficient as their manual paper counterparts. Most investment in education is performative to just to hit a quota, resources which could be spent on better things, or just let the private market take care of it altogether. Also i've noticed that zarty threads out of everything i've come across, get derailed incredibly quickly. It really just looks like the brain of someone with Autism Denial Disorder.
