The guy who says he drew it for a customer is grisha, a teenage former hoi4 streamer turned into a grifter that collects donations for the "russian war effort". He started selling "custom shell drawings" when aggressively milking the users of his trooncord for donations became unprofitable.

A big portion of his customer base were chinks who wanted to plaster images of their troonslop waifus on russian artillery shells, but the gooks eventually figured out that he was scamming them by photoshopping different tranime girls on the same shell.

I did ELA analysis on the zellig shell and yeah it looks photoshopped, so this is snopes fact checked as false.
