Not even remotely true.

Women, on average, are more psychopathic than men and consequently more likely to be the perpetrator in homicide and assault cases when:

1) The 'playing field' is even. See: lesbian couple domestic abuse statistics.

2) They are in a dominant position relative to their victim. See:
Juana Barraza, professional wrestler who killed 42-48 victims (16 confirmed, 30+ suspected) all of which were elderly women, by entering their houses by pretending to be a nurse or social worker, and strangling them with objects she found inside their houses, specifially cords and stockings.
Dagmar Overbye, who killed 25 children including one of her own through drowning, strangulation and burning alive.
Jane Toppan, nurse who confessed to killing 31 patients (12 confirmed, 100+ suspected) by overdosing them on morphine. She confessed to committing the murders in order to satisfy her sexual fetish and "to have killed more people -helpless people- than any other man or woman who ever lived"
Miyuki Ishikawa, midwife who killed 103~ newborns (was indicted for 27 but sentenced for 5, reportedly as high as 87 in police investigation) through criminal negligence. It's important to note that other midwives were complicit in her murders, none of which were ever charged for aiding/abetting (she was apprehended only after police discovered the corpses of newborns), and that she was sentenced to eight years, which was halved to four in an appeal. Beverley Allitt, nurse who murdered four children by overdosing them on insulin.

3) They are in possession of weapons. See: Aileen Wuornos, serial killer who shot 7 men to death with her defense being that they tried to rape her; she later confessed to willingly having intercourse with each victim for pay.

'Men are more violent than women' is a blatantly false take on a complex evolutionary issue, propagated mainly by Jewish scholars. Sigmund Freud is a rare exception to this, read his 'penis envy' theory in detail (to summarise: he attempts to explain how women are just as, if not more violent than men; they only not have the natural means to realize their violence through action).
