when you add extra steps and risks of arrest it is enough to break the cycle for a large percentage of the population. there are people right now who live healthy and productive lives but if all drugs were legal they would be a degenerate homeless drug addict, with the only thing stopping them is the ease of access to drugs. to say the same wouldn't be true if we had alcohol prohibition is stupid and the statistics from back then support it. it doesn't make for good hollywood media though to say people can be free and don't have to be slaves to their vices if we give them the structure to do it.
